in San Franciso Pilots Respond To Proposed Regulations on gCaptain
You can bet special interests will be lobbying hard for overwhelming governmental involvement in in our nations vessel traffic system. This will create an additional burden on the taxpayer with the millions if not billions it will cost to institute such as infrastructure similar to air traffic control.

Of course this doesn't get to the heart of the problem. Which is watch officers in the wheelhouse making sound decisions with the continual collaboration of the bridge resource management team prior to getting underway and while underway.

in South Korea Tanker Incident - 81,000 barrel oil spill | gCaptain.com on gCaptain
I just talked with Wiley at CRUCIAL, Inc http://www.crucialinc.com/ and for about $100,000 it would be possible.

A drop in the bucket in comparison to the millions $$$ for an environmental clean-up. The ship owners need to figure this in the cost with the million it cost to build a vessel at the shipyard

Looks like after the rash of oil spills recently the shipping industry needs to institute a proactive stance in mitigating spills.

For example carrying oil booms on the vessel in a spill response locker on a reel. A boom the length of the vessel would be an added expense but would assist in rapidly containing the spill until the skimmer clean-up vessels arrive.

Such a spill response system under ideal weather conditions like the Cosco Busan incident would of been ideal.
