It's whats called "meet and confer" or more accurately "meet and beg." Unfortunately SEIU cut a deal with the governor, undermining other unions like CWA that wanted to keep fighting for a real collective bargaining law, and then backed a law taking away the right to strike, all for a weak executive order that will be torn up by the next GOP governor.
