in Identi.ca SMS Support Chart - Can You Help? on Oh, Identi.ca!
This is nor an answer to your question. But I do not understand what is this "SMS over email". Never heard of it before identi.ca came to existance

I am a very non tech person and I felt very comfortable about twitter SMS which only asked our phone number. But here it asks for our mobile carrier.

I tried emailing identi.ca admin letting them know about my mobile service provider. So far it is not added.
