That is a very nice and unusual story. If more people made an effort to apologize following an accident, I think personal injury claims would drop significantly. One major reason why people want to file lawsuits is the poor experience with the perpetrator and insurance companiesSan Diego Personal Injury Attorney

Children do very well in minor car accidents and even moderate ones. Unborn children likewise do well in minor and even moderate accidents. The mother often suffers whiplash injury which means she has to tough it out, because a lot of things cannot be done such as X-rays, and some types of pain medication. Parents are often very concerned about their children, but the kids may experience soreness for a couple of days and fear and anxiety in the car, but nothing more beyond that. The parents on the other hand may be in pain for months. San Diego Personal Injury Attorney

I agree with one of the other commentators that you are focusing too much on the SOL, instead of when they start running. Once you discover that an infringement has occurred you should act upon it, you can't just sit and wait and contemplate for a couple of years. What I think is actually more critical is access to the legal system. I don' think the SOL are a real problem. What is a more serious problem is that it is too expensive to litigate on smaller cases, especially these type of cases that require injunctive relief and can't really be handled by individuals in small claims.
