We use some of the W3C tools already, but it's extremely time consuming to use different browsers and test everything.  Litmus seems to take a lot of those manual step out of the equation. It seems they're very affordable for fund raising and supporter communication when compared to traditional methods like snail mail.   If a candidate is paying 15 or 25 cents per message and one in 10 makes a contribution doesn't the math work out?
