It's exactly how I'd feel if they tried to 'promote' me to PM.
I once worked for a company where they'd 'promote' the bad developers to project management. Mostly the idea was to get them to cause less harm to the code base.

I'm always amazed that the W3C can get away with releasing specifications without reference implementations. Specifications from any other org would be completely ignored without a reference implementation.
The result of this, every browser maker renders a little differently because of how each team interprets the spec.
If we're going to get any unity, we need to make the W3C actually demonstrate their specs.

The concern about marshaling data is valid.
But, often with polyglot programming (in Java anyway) we are talking about generating byte code. As far as the runtime is concerned, there is no difference whether the bytecode was generated from (say a) Scala compiler, or a Java compiler.
Now, if you are talking about a dynamic scripting language.... yes, performance will definitely be an issue.
