I'd be curious on your thoughts, having spent the time recently looking closely at the nuclear power question, as to how realistic this Amarillo project is. I've been generally putting power plant proposals into "realistic" and "unrealistic" bins. All of my "realistic" ones involve known nuclear power players building at sites of existing power plants, and this one doesn't fit that criteria.

Nice piece, Joel. I think one of the important questions here over time is going to be the regulatory environment at the state level surrounding this issue - whether the Office of State Engineer is granted regulatory authority, and how the long term question is handled. What happens if and when Sandoval builds houses based on a water supply that may be large, but that is finite. Will they be required to buy offsetting water rights anyway to ensure that there is a long term supply in half a century or a century when the brackish aquifer goes dry?
