It won't be the climate bill that reduces refining capacity, but the peak oil crisis heading straight for us. oil production has already peaked in non-OPEC countries, and IEA chief economist Fatih Birol has officially stated that we will reach peak oil in about 10 years. But I would say no based on the state of political sensitivity of it, and the fact that Barack Obama needs all the support he can get to get this climate bill and health reform pushed ahead. While nuclear isn't the best option, you have to admire that the governors are taking a serious look at this and proposing a low-carbon option.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;Furthermore, the military uses alot of fossil fuels at the present time. Boiling works. I'd love to help a company create small scale water fountains (companies that would sell water to locals).
