It happened in Germany, and the photographer won. Read the law, GDPR has exceptions for press and works of art.

They are wrong in most case, most countries do not require a permission to publish. Otherwise how could journalist do their work ? (and artists)

At least he's not hiding !! I find someone with a telelens hidden behind a lightpole much more creepy !

I shoot almost in the same way (see my POV videos) and everyone see my camera. Difference is that I don't disrupt the flow of people walking around. Of course I sometime get into their personal space in crowded spaces, we all do.
He goes a bit too far annoying people, but shutting him down is a bit radical.

Also, we must make the difference between taking pictures and publishing them. When I go out to shoot for an hour in Amsterdam, my own picture might be taken with tourist more than I take pics of them.
Now, I can in the Netherland publish those pictures as long as it does not take a disproportionate effort to identify the person. So I would not publish a picture of someone with a name tag....
I also feel some people might call him creepy because of his looks, and not what he does.
