Seems crazy to me. You'd imagine that with a secured loan there wouldn't be a problem. Even if you were to skip the country, it's unlikely that you'd be able to bring the house away with you and the bank would have possession of the deeds.
It's unlikely to work, but have you tried a South African bank?
The citizens' advice bureau might be able to help given the numbers of people immigrating here.

As far as I know, the county council recycling goes into large clear plastic bags which you apply stickers to when you put them out. I think you can by the bags and stickers at lots shops in the county.
I'd presume there are private collectors in your area also. The local governments were running radio ads advising everyone to ensure that any private collectors were properly licensed.
Yearly vs. weekly payments: there are supposed to be use-based charges. I think the CoCo use volume (you pay for a full bin every time you put it out), others use weight-based charges. All probably have a minimum annual charge.
I haven't called them very often, but I have found the CoCo to be pretty efficient on the phone (maybe I've just been lucky).
