Charts can be printed with reasonable quality on board ship from ARCS (raster image charts by UKHO for use in ECDIS); one chart per mission. Experience so far demonstrates that this solution highly satisfies mariners.

It is about time that ports start issuing high precision digital charts; ships like the QV are too large to be manouvered without ECDIS and ENCs that are accurate to the decimetre.

Certainly a good development. It offers redundancy, something navigators always welcome. There is nothing to criticize, except, maybe, the use of the buzzword "e-navigation".
In Europe "e-navigation" or "e-nav" stands for everything that has to do with controlling marine traffic to the extend that it is meaningless.

With Hdyrographic Offices outsourcing chart production to India, this event worries me. While I write these lines, the majority of the worlds digital sea charts for ECDIS is digitized in Hyderabad under contract to NOAA, UKHO, and other European and Asian HOs. What happens next when also maintainance (updating) of charts is mostly out of India? Delayed notices to mariners?

AUPS, I gather, has a significant problem: inside a tanker's hull free floating surfaces potentially inhibit a ship's stability. I haven't followed the discussion but I assume this is the reason why double hull prevailed.
However, neither AUPS nor DH can prevent a grounding. Another technology that was developed following Exxon Valdez pontentially can - ECDIS; it highlights and warns of charted shallow waters ahead. Unfortunately, the press seems not to take notice of it.
