Two ways (there may be other ways, too):
1. Create field in the table and store the level of the comment. If the reply to the comment exceeds the limit, tell user to stop.
2. Create a (complex) for loop to check the level of the comment (instead of creating a field in the table) and do as above.

@FGRibreau and @Linus, thanks. I just made this to show the technique. Just after finishing the tutorial, I had the same thought. Also, if we are leaving out IE, better to go for text-shadow since latest versions of almost all non-IE browsers support CSS3.

As far as SEO is concerned, search bots don't render the page in a specific browser. The addition of two divs (with same content inside) happens when the page is rendered. So search-bots won't find any repetition of texts. :)

Voted for Joomla. It gives much more power to the users and the administrators, as well, than most other available CMSs. Drupal is, IMHO, one more good option. But it's a real problem to add modules as the Drupal dev-team just gives completely separate API. Also, theming is too difficult in Drupal.
