Zend is bloatware, I wouldn't even bother. CodeIgnitor gives you some basic features + a nice structure for your apps to fall into. Cake gives you full database abstraction at the cost of having to do everything MVC (imo its a benefit but some people dont quite understand MVC).

I personally use CakePHP and love it.

Also you never know which place will fuel your future growth. The cost of living may be very high

and you may not be able to save much but what if that place has the BEST growth opportunities ?

Does the web developer need to know some server side scripting on the likes of php or asp.net ? If so I might know someone who may want to relocate to Ireland.
