It's certainly possible, and the main bike orgs are putting the case to the minister behind closed doors.

One worry, of course, is the matter that's taking so much of parliamentary oxygen: Brexit. Mandarins could be so distracted by that they nod through measures they'd normally not.

If they do, I'll be the first to criticise, but I actually give them more credit than this. Ministers – esp relatively low-level ones – are massively guided by their officials, and these officials know the can-of-worms that such legislation would open. DfT long been lukewarm on helmet compulsion, for instance, even when some ministers claim to be very much in favour.

Quite. I did a story a few years ago on a FoI request about numbers of reported incidents logged via "Boris bike" registration numbers (which are large). There had been none. Maybe I'll do another FoI request to see if this has changed.

I prefer the cock-up theory of history – the PR company did a terrible job and inexperienced Halfords management folks at HQ didn't think through the potential downsides of the survey questions, the report or the press release.
