There are sites out there like PartnerUp.com which try and help do this, but I think it's a question of getting out into the local community and meeting everyone. If you're in university this is easier, find a couple classmates. If you're in the working world, you have to go to every event, talk about your idea and be able to convince people to join up.

And you can look at http://www.angelsoft.net - but again, using this kind of shotgun approach to raising capital isn't easy. The best way is through relationships that you have or are building within the startup and capital communities.
Revisions of the Patent Law is long overdue. We have to think in a new way to protect patents in the in the new digital age. Some of the old laws were way too broad.
