Duterte made smoking cigarettes practically illegal, but has welcomed coal-fired power plants, a much more harmful agent to the environment and to people's health. The city supposedly has an anti-plastic bag ordinance, in answer to the city's flooding and clogged drainage and to help save the marine ecosystem... But this ordinance is not being implemented. The city spends so much resources to impose the smoking ban and that idiotic 30-kph speed limit (not to mention the 11pm last-order rule for alcohol), but does nothing to implement the plastic bag ordinance, so plastics continue to clog drainage and pollute the gulf. Davao City is where it is now not because of Duterte but because of Dabawenyos and other Filipinos who have brought the city forward.
