Why move the ship at all. Why not decon on site?  I remember from my NJROTC days that on Nuclear fallout being most of your contaminates are on the outside. You simply flood the decks with water, to wash it off . It would have to be a medium sized ship, and contain a Thermo-Depolymerization unit on board to change the plastic in to oil. Then everyonce in awhile a tanker would need to pull up along side, to transport this oil. Could use solar, and this oil to power this ship.
