I hate to say this. But these things should be illegal and/or regulated. Being able to shine a light in someone's window from 5 miles away is insane. Not to mention the ability to blind a person from what range? A mile? Half a mile? Has this been tested? If pepper spray and jack knives are illegal in some or all places, this should be too.
