With that in mind, I think that the Pacific Northwest and the American South are the strongest contenders. It also occurs to me that the Mexican border would be an interesting location. How did Mexico fare during the war? If it suffered less damage, has the flow of traffic across the border reversed direction? What new factions have arisen in Mexico? Or Texas, for that matter?
