My preference would be something a little different from what has gone before. With that in mind, I think that the Pacific Northwest and the American South are the strongest contenders. It also occurs to me that the Mexican border would be an interesting location. How did Mexico fare during the war? If it suffered less damage, has the flow of traffic across the border reversed direction? What new factions have arisen in Mexico? Or Texas, for that matter? It might be too fraught of a topic to address in a popular video game, but that's part of what makes it interesting.

A decade ago, Stanford University produced a retrospective regarding Sunset Magazine. In addition to founding the university, Leland Stanford was in charge of the Southern Pacific Railroad at the time when they started the magazine. The website from the exhibit is still live:
