We write letters to the editor and get editorials and op-eds published.  The focus is on getting a revenue-neutral carbon tax passed by&lt;br&gt;Congress, which will speed the transition from fossil fuels to clean technology.&lt;/p&gt;&lt;p&gt;We believe that to achieve anything meaningful we need a law, not regulations that could be easily changed.  A revenue-neutral carbon tax is actually a conservative idea, and we are building support for such a tax with Democrats and Republicans.&lt;/p&gt;&lt;p&gt;CCL volunteers are informed and inspired.  Our growth has been impressive.  Citizens’ Climate Lobby started 2013 with 74 chapters in the U.S. and Canada. But ask yourself what happens if it turns out that the climate change deniers are wrong? What if we wait too long to do something?  What if we have more droughts, wildfires, and sea level rising?&lt;/p&gt;&lt;p&gt;I believe in reducing potential risks in a cost effective way. Most sensible people have fire insurance for their homes. I bought long term care insurance years ago when it was not so expensive. (My policy is paid up.) I advise my clients to have enough life insurance to support their families if they die at an early age.  I recommend paying a quite small premium to insure against the risks of climate change. Feedback from thawing permafrost is indeed worrisome.&lt;/p&gt;&lt;p&gt;Our government needs to enact a market-based carbon tax with dividend in order to curtail  damage from our carbon output. The legislation is not complicated: A tax is placed on carbon-based fuels at the source. The tax will increase yearly. The money is returned to American families making the carbon fee revenue neutral.&lt;/p&gt;&lt;p&gt;Most economists agree that a carbon tax is a suitable&lt;br&gt;solution, creating incentives to reduce greenhouse gas emissions.  The tax will send a market signal to&lt;br&gt;entrepreneurs and investors, creating clean energy jobs. So recent news is very positive.&lt;/p&gt;&lt;p&gt;What’s missing is for the true costs of carbon emissions to be reflected in their price.   As long as the cost of greenhouse emissions is not reflected in their price, building a clean economy will be delayed.  In the United States, there is a grassroots, nonpartisan organization Citizens Climate Lobby that is building the political will for a refundable, revenue-neutral, carbon tax.&lt;/p&gt;&lt;p&gt;Their plan relies on market forces to nudge consumers and producers to reduce greenhouse emissions and to create green jobs.  Putting a price on carbon creates incentives to reduce greenhouse gas emissions. Done well, it would gradually shift consumer demand, production methods, new investment, and technology development towards less emissions-intensive goods and services without unduly burdening&lt;br&gt;poor households.&lt;/p&gt;&lt;p&gt;Business leaders on both sides of the Atlantic should study Citizens Climate Lobby’s carbon fee and dividend proposal.
