The state budget has to make up this difference.  There is the first substancial savings.  Second, you seem to think these jobs have to be filled.  Furloughs and layoffs are coming and I am saying the first ones to be shown the door should be those who already have a secure pension coming in. When you are on unemployment you have to disclose all income and that would take them out of it.&lt;br&gt;&lt;br&gt;To the other quesiton, if they are in a position that needs to be filled, then fill it with a younger worker climbing the ladder (just like it should be).  Then you can leave the entry position unfilled (and there you have your cost savings).  Or you can leave the higher paid double dipper position unfilled (none of these DD are in entry level jobs), and have the the people directly under them filling in for them.  This would be until the state does better with their budget and can actually fill these jobs.  That would also save a lot of money.&lt;br&gt;&lt;br&gt;What I foresee happening is this.  Big Bill will never touch the Double Dippers.  The Double Dippers do not have the conscience to do what is right.  Therefore you will find lower level people all throughout state government either getting laidoff or furloughed, whiled the Double Dippers continue to take home 6 figures every year. The right wing has bumped its incendiary rhetoric up a notch (see Benway's link to John Perry article) because the racial aspect of the current political situation presents an opportunity for advantage.  And apparently they don't care if they destroy civil society.  &lt;br&gt;&lt;br&gt;Obama's policies show loyalty to the status quo.  The fearmongering and threats are not related to his policies.  What's left? About 2 years ago, remember?  They got suspicious by the guy's coming out to help (?!), found out he was a marksman in the military, had guns at home; so they arrested him for shooting down the helicopter.  He was semi-disabled with PTSD or something, but they kept him in jail for over a year, denied him medical care, then dropped charges and released him.
