So much information can be packed into seemingly simple devices (like colored flags). I suspect the use of a minimum number of flags increase comprehension additionally because of the differentiation in the colors and the negative space. If they were to use 16 different flags, the flags would be harder to differentiate between. There is a maximum limit, I'm guessing about five or six flags, that would be possible because generally humans have a hard time differentiating quantity after that and it becomes a more cognitive process. Furthermore, 6 flags can convey 64 different states, which is a lot of information - at least for the flags outside a patient room.&lt;/p&gt;&lt;p&gt;While standardization is important, uniformity isn't necessarily the answer. There may be settings where a state is not relevant and re-purposing an existing signal may be confusing thus the need for a completely different set of signals is needed, even within the browser. Conveying information also differs based on the intelligence of the intended recipient.&lt;/p&gt;&lt;p&gt;A three bulb traffic signal can actually convey eight different states leveraging only off and on, but we use each bulb as a lone signal. To be more efficient, we could use two bulbs to convey the same three states, but that requires a higher level of comprehension from the viewer. Doctors and nurses by nature of their education have demonstrated a minimum level of intelligence, it can be expected that they'll be able to decode the extra information embedded in the encoded in the flag signals.&lt;/p&gt;&lt;p&gt;However, computers are used by a wide variety of people who process information at different levels. Therefore, the level of cognition within a user interface must be created in such a way that it serves the needs of the lowest common denominator.
