They then had about 30 seconds with which to change his mind. It just happened to be the same day as the travesty in New York.&lt;br&gt;&lt;br&gt;I was in my morning class, hungover from the night before, and our professor came into the classroom in a hurry, blurted out that the towers had been hit, and that no more details were available. &lt;br&gt;&lt;br&gt;We left class an hour later not knowing the scale of the disaster.  I tried all of the websites, and they were all down.  So I went to the CBC site, and they had stripped it bare essentials with point by point facts of what had happened.&lt;br&gt;&lt;br&gt;I left my building at school and headed over to the grad club (graduate students drinking establishment) and sat and probably drank more beer than ever before, but I never even got drunk.  I was too numb by it all. &lt;br&gt;&lt;br&gt;I phoned EVERYONE I knew, even if they weren't in New York, and talked to every family member I could think of. First, most of the rail in California  has to be built from scratch -- I imagine it would be a lot cheaper if we could just upgrade existing rail infrastructure. She gets a copy of consumer reports and looks up the Prius and the Volt.  She then decides to go test drive the Prius, because it has better gas mileage than the Volt ( again, my prediction) and she doesn't want a car she has to plug in -- she's just old fashioned like that.  She then goes to the Toyota dealership to buy a Prius, but the nice salesman talks her into buying the PHEV - 9 Prius for a few grand more because, well, thats what salesmen do.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;2) imagine an environmentally conscious,  middle-class person who needs a new car and could buy a volt if they really wanted one, but is nervous about finances because their stocks and house just lost half their value.  They know that Chevy Volt will be better for the environment, but they just don't feel comfortable buying a 35-40k car right now.  So they buy the Prius PHEV- 9 instead.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;3) Imagine someone who lives 4 miles away from work and and drives 500+ miles from the Bay Area to San Diego (California) every other weekend to visit their significant other, who is still in college / getting a Ph.D or has a temporary job in San Deigo.  They do the math and realize that the 9 mile PHEV Prius range will get them to work and back as well as a Volt, and will also get slightly better gas mileage on longer trips.  Its also a heck of a lot cheaper, so the Prius is a no-brainer in this case.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;4) Imagine someone who has had a bad experience with GM, or maybe they know someone who has, or maybe they have (rightly or wrongly) come to the conclusion that GM builds unreliable cars for some other reason.  They are in the market for a new car and can afford the Volt, but don't want to take the risk that the batteries will begin to crap out after two years.  After all, the articles say 'these are the same high-tech batters in laptops and cell phones' which  in their experience crap out after 2-3 years.  So GM is out.  But they figure Toyota tends to make pretty reliable cars - they wouldn't ever sell a car that doesn't last at least 100k miles ...  (yes I know the plug in Prius and Volt will have similar batteries and I know they will hold up fine in the Volt -- my point is that not everyone does)&lt;br  /&gt;&lt;br&gt; &lt;br  /&gt;&lt;br&gt;I'll condense the rest: some people won't buy the volt because they are scared GM is going to go under (I don't think they will either).  Some people won't buy the volt because they already have a Prius and and the dealership will give them such a good deal if they upgrade.  Some people will buy the Toyota because they don't want to give money to the same company that owns HUMMER.  And if people start walking away from upside-down mortgages, then they will take a big hit on their credit, which means they will pay more up front for cars and buy cheaper cars in order to avoid high interest rates -- even if their income remains the same. &lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;Obviously, none of this proves anything, and some of these points could be argued either way. Therefore, we cannot substitute solar panels or wind mills for nuclear/natural gas/ coal power in the necessary quantities to avert global warming.  This is why (I suspect) the study didn't include renewable energy sources.  &lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;Until this changes, and I look forward to the day it does, our options for base load electricity are: some sort of fossil fuel, or Nuclear.  Personally I find the remote risk of a sudden, catastrophic nuclear meltdown to be much more appealing than the virtual certainty of gradual and catastrophic climate change. First, most of the rail in California  has to be built from scratch -- I imagine it would be a lot cheaper if we could just upgrade existing rail infrastructure. She gets a copy of consumer reports and looks up the Prius and the Volt.  She then decides to go test drive the Prius, because it has better gas mileage than the Volt ( again, my prediction) and she doesn't want a car she has to plug in -- she's just old fashioned like that.  She then goes to the Toyota dealership to buy a Prius, but the nice salesman talks her into buying the PHEV - 9 Prius for a few grand more because, well, thats what salesmen do.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;2) imagine an environmentally conscious,  middle-class person who needs a new car and could buy a volt if they really wanted one, but is nervous about finances because their stocks and house just lost half their value.  They know that Chevy Volt will be better for the environment, but they just don't feel comfortable buying a 35-40k car right now.  So they buy the Prius PHEV- 9 instead.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;3) Imagine someone who lives 4 miles away from work and and drives 500+ miles from the Bay Area to San Diego (California) every other weekend to visit their significant other, who is still in college / getting a Ph.D or has a temporary job in San Deigo.  They do the math and realize that the 9 mile PHEV Prius range will get them to work and back as well as a Volt, and will also get slightly better gas mileage on longer trips.  Its also a heck of a lot cheaper, so the Prius is a no-brainer in this case.&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;4) Imagine someone who has had a bad experience with GM, or maybe they know someone who has, or maybe they have (rightly or wrongly) come to the conclusion that GM builds unreliable cars for some other reason.  They are in the market for a new car and can afford the Volt, but don't want to take the risk that the batteries will begin to crap out after two years.  After all, the articles say 'these are the same high-tech batters in laptops and cell phones' which  in their experience crap out after 2-3 years.  So GM is out.  But they figure Toyota tends to make pretty reliable cars - they wouldn't ever sell a car that doesn't last at least 100k miles ...  (yes I know the plug in Prius and Volt will have similar batteries and I know they will hold up fine in the Volt -- my point is that not everyone does)&lt;br  /&gt;&lt;br&gt; &lt;br  /&gt;&lt;br&gt;I'll condense the rest: some people won't buy the volt because they are scared GM is going to go under (I don't think they will either).  Some people won't buy the volt because they already have a Prius and and the dealership will give them such a good deal if they upgrade.  Some people will buy the Toyota because they don't want to give money to the same company that owns HUMMER.  And if people start walking away from upside-down mortgages, then they will take a big hit on their credit, which means they will pay more up front for cars and buy cheaper cars in order to avoid high interest rates -- even if their income remains the same. &lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;Obviously, none of this proves anything, and some of these points could be argued either way. And if we implement the tariff, how do we figure out how much carbon it took to make and transport consumer goods, like a TV from Korea?  This is complicated,  but doable provided we have a massive bureaucracy to calculate carbon footprints of everything we import ( we already have the IRS to collect taxes).&lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;This isn't to say that I think its a bad idea, I just don't see what makes this easier than cap and trade to implement.  Am I missing something? Therefore, we cannot substitute solar panels or wind mills for nuclear/natural gas/ coal power in the necessary quantities to avert global warming.  This is why (I suspect) the study didn't include renewable energy sources.  &lt;/p&gt;&lt;br&gt;&lt;br&gt;&lt;p&gt;Until this changes, and I look forward to the day it does, our options for base load electricity are: some sort of fossil fuel, or Nuclear.  Personally I find the remote risk of a sudden, catastrophic nuclear meltdown to be much more appealing than the virtual certainty of gradual and catastrophic climate change.
