We can't agree with this decision... A digital certificate has no value, everyone could present it (just a bit of work on Photoshop :P ).
And what about if you need to print it? We print a MS certificate on an A4 normal paper? Absurd...
Actually Microsoft Certifications costs a lot (here in Europe, 140 Euro for an exam) and now we've also to pay in order to have a paper certificate?
And someone of you has thinked about the shipping cost if you're outside USA?
You're on the wrong direction... I know that you've to reduce costs, but this not the way to do! The only result you could obtain by doing this is to reduce the value of MS certifications.
