What light source is supposed to be casting that shadow though? Surely the chandelier wouldn't cast itself a unidirectional, non-volumetric shadow, but would instead provide a diffuse illumination and that dimly lit aristocratic ambiance. Maybe I'm just being nitpicky though.

There was at least one article in the SJ-R that said the state is going to purchase one-half (48%) of the building from the Foundation. Do any lawyers here know how that works? Does the building go condo, or what? Just curious.

Also, should we consider that while the governor has the affected employees and many of people of Springfield and beyond all up in a frenzy about him "dissing" Springfield, that maybe that's a only a byproduct of his real motivation for this move? Just a theory: I'm thinking that maybe what's really happening here is the governor sending a message to Bill Cellini that if he talks to the feds, the gov will pull more offices out of Cellini properties. Obviously, this wouldn't bankrupt Cellini. However, many of the properties are owned by other entitles and Cellini (and Somers) only manages them. Is this too much of a leap?

Favorite: Ray Poe because (1) as my state rep, I've found him to be quite affable even at my neighborhood gathering where he was in the political minority; and (2) love those hot dogs, hamburgers, and chicken (could go for some right now).

Least favorite: Jim Thompson. I can't quite put my finger on it. But, it's like he's still got some kind of vested interest in the governor's office with his representation of George Ryan and Rod Blagojevich.

Whoa! This could explain why there were about 10+ cars in the front parking lot of the Springfield FBI office tonight between 8:30 and 9:00. Usually, that front parking lot is empty at that time. I just like the decorations. I don't care what religion they represent. Also, I like the lights he strings down from the top of the dome starting at Thanksgiving. And, I really really like the soothing purple, red, and yellow lights on the north side of the Howlett Building, which I just noticed last Christmas, but which appear to have been left on all year.

I'm really curious how the Illinois Dept. of Central Management Services came to be the middle-man for municipal salt purchasing. Apparently, CMS does this for more than just the South Suburban municipalities. Can all municipalities get in on this? What about counties? Does CMS get a fee for this? So many questions.

I remember when Lura Ryan opened the Governor's mansion every Halloween for kids to come and get free candy.

I remember when some of us thought having both the legislative and and executive branch would be a good thing. (Were we ever naive!)

I remember calling the toll free number (actually, it might have been a Springfield number) every day after school to find out what things went on at the 1970 Con-Con that day.

The first letter to the SJR editor today is about why Medicaid patients in Illinois aren't getting dental care.

In part, "The Illinois Medicaid program has one of the lowest dental reimbursement rates in the nation for the most common dental procedures."

And the bottom line (same as all the other bottom lines): "Since these patients are covered by a publicly financed program, it is the responsibility of the General Assembly and the governor to adequately fund the program."

So, if this is the route the legislature takes, Illinois will only have one sitting senator when the new session starts? It seems like that should be a concern.

I totally agree. But I often wonder if Rod Blagojevich wasn't sincere in his promise so many years ago to change the way things are done in state government. Maybe I'm naive, but I think he was. That is until the likes of Tony Rezko got his claws into him. And Bill Cellini, too, I guess. And probably others. Maybe even his wife. They had their own agenda and found a way to force it on the governor. Blagojevich changed for the worse. And then there was no going back.

Well, maybe I'm just deceiving myself into thinking that Rod did have character at one point. That way I don't have to feel so bad that he betrayed us all.

Bill Baar, I remember when that happened. I'm sure when Quinn said that he was speaking of a constitutional officer, someone who took the oath of office of governor of Illinois, who said it was a birthday gift and nothing else. What are you going to do? A lot of people on this blog and elsewhere were up in arms over it. If I recall right, that's one of the things the government investigated. But then nothing happened.

I don't know that that is actually true. It's not like changing a tort law in order to accommodate someone's lawsuit (as an example). That couldn't happen. Or shouldn't.

But this is procedural. Don't we change laws all the time to make way for new procedures due to snags things that were previously unknown when the event happened? I think we do.

The Supreme Court should not touch this case. If they do, and there is later an impeachment and trial in the Senate presided over by the Supremes, Blagojevicy can say that the Supremes are not an impartial panel. This is too much of a hot potato.

Just to clarify: If by hook or crook Balgojevich were to resign on Monday before 3:00, the need to pass a bill to strip senatorial appointment powers is removed. (And any subsequent special election legislation.)

Burris looked relieved, like he really wanted to get away from reporters' questions, when he saw Bobby Rush.

Just to clarify for the NY Times, there are two Illinois lawyers named Sam Adam.

One is Samuel Forbes Adam at 53 West Jackson. He was admitted to the bar in 1961.

The other is Samuel Eugene Adam at 6133 South Ellis Garden Suite. He was admitted in 1999.

Neither has Jr. or Sr. in their names.

But, assuming he is right, I believe a case can be made that if Chicago and environs quit sending their crooks and corrupt politicians to Springfield, and only sent their squeaky clean politicians to Springfield, we wouldn't have that problem. Right?

The Cook County Bar Association is seeking leave to file an Amicus Brief in support of Roland Burris. They want to give the Court "the opinions rendered by legal scholars and persons of authority..."

Blagojevich and his people have nothing but disdain for the people of Illinois, laws, rules, veterans preferences, and the process to nominate a U.S. Senator. Why should we accept his nominee?

Page four of the PDF (or page 1 of the report):

"The OEIG found that in many of the reported cases, the HR Department of IDES, in conjunction with individuals in the Governor's Office of Intergovernmental Affairs ("GOIA"), manipulated titles, credentials, positions, position location, or other criteria to fit candidates sponsored by GOIA into positions at IDES without following State law or normal State hiring protocol. This task was accomplished throught the use of mechanisms designed to avoid veterans' preference hiring in non-exempt positions as well as through the creation of positions, titles and job responsibilities."

Last two sentences on page 12 of the PDF (or page 9 of the report):

"In regards to the hiring concerns voiced by [Tim] Walker, Cini told Walker that GOIA needed to place people in positions for which they have no experience, and they "can be dealt with later." Cini also said that the Governor's Office determines the hiring process, not the agency (in this case, IDES)."

End quotes.

Walker was apparently doing the job of hiring the way he thought best for IDES. Can't have that, so they later found a way to get rid of Walker.

That Sam Adam thing was a bomb shell. Obviously, it doesn't matter to the committee any more. But, isn't there some attorney rule about making clear what you're doing before a tribunal or whatever?

Capitol View, you say he's the gov's outside counsel. In what capacity? Who's paying his fee: The governor personally? The gov's campaign? The State of Illinois? I think we're entitled to know, especially in light of his approaching Roland Burris and sitting in front of this panel next to the real criminal defense attorney the whole time.

I thought it was interesting that he wanted to walk out after the first couple days.

Am I the only one who thinks this is a big deal?

Anyone can go down to the Secretary of STate's Office and pay for a certified copy of any of a multitude of documents on file. But just because you have a certified copy of the corporate charter of XYZ Corp., with a seal and signature of Jesse White, doesn't mean you own that corporation. YOu just have a copy that was produced after the charter as it was filed.

Yet, the Senate is going to accept this from Roland Burris as a bonafide original credential.

Doing a little searching. Dream World, Inc., is an "FDA-Registered Company" according to Zapconnect. The president of Dream World, Inc., is Scott Jhin according to the Secretary of State database.

Also, one Scott Jhin is in charge of the Chicago facility of Jinny Corp., in Niles, which is owned by his mother. Jinny appears to be a hair care and beauty wholesaler. I can't imagine they'd be lobbying for Rod's hairspray business to the tune of $50,000.

Pot, this doesn't really answer your question, but I believe all the governor has to do is deny the allegations (articles), thereby making the Senate attorney (prosecutor) prove the allegations. It would be during cross-examination of any prosecution witnesses that the governor would attempt to knock down that testimony.

I'm just guessing as I'm not a lawyer.

In re Mr. Adam, not necessarily in this order:

* He told us he's with the governor all the way;
* He sat in on impeachment hearings as if he was attorney for the governor;
* At one point he whispered that he and Mr. Genson should walk out of the impeachment hearings, whereupon Mr. Genson overruled him;
* At another point we were informed that he wasn't the governor's impeachment lawyer;
* He approached then General Burris to see if he wanted to go to the U.S. Senate;
* Despite having previously said he was with the governor all the way, he decided not to rep the Gov in the Senate hearing;
* Now he decides to sue on behalf of the gov thereby overruling Genson's decision not to sue.

My head is spinning a little, so I'm sure I've left something out.

In the meantime, who is paying him and how much?

It is hard to believe Sam Adam is sitting quietly by while his client goes on this media blitz. Don't lawyers usually tell their criminally charged clients to keep their mouths shut? Well, so much for that when Blagojevich's PR strategy overrides his legal strategy.

And, in the realm of what he might do: Maybe he'll hire himself as director of the Lincoln Library and Museum. I hear they're looking, and the job pays real good.

He will say the tapes should not be considered because they were taken out of context.

He will heavily emphasize that some of the things for which he's being impeached were done before he was re-elected. He will ask that those things not be considered in the vote.

Personally, I disagree with all this.

State payroll. Keep the workforce the same, but give them a one-day a week mandatory furlough. Their salaries - whether hourly or salary - get cut accordingly. In theory that would cut payroll by one-fifth. See how much that would put back in the state coffers for a year.

(This is not an original idea as I believe it's what they're going to do in California.)

Yesterday, I cut $1 billion from state payroll. I did read most of those comments, and was left with the impression that the biggest push-back came in that area, presumably from state employees.

And, since I didn't see any rich doctors and hospitals coming on here throwing a fit over the prospect of their medicaid payments getting cut, I'm going to cut the next $2 billion from that category.

For my other billion, I'm going to split it evenly between K-12 education and pension funding.

For a total of $4 billion. This is too easy. Not.

Bill is right that sales tax should be applied to purchases made on the internet. As it is, we as consumers are supposed to fill out our own tax forms and send them in with a check. But who does that?

I heard one estimate a few years ago that Illinois' share would be about a billion dollars. Not sure how that was arrived at, or if it's still the same. Anyway, as yet, they haven't figured out how to tax out of state purchases at the point of sale. This should be a major priority in these times.

It looks like Larry Bomke (my own senator) did this to appease a supporter. As already pointed out, the language is bad. And while the bill doesn't specifically state it, it appears to be person specific legislation. This bill should not even be called for a vote.

1)Changing election law so that there is a â€œlevel playing fieldâ€ for party and independent candidates. Make the signature requirements the same for party and independent candidates.

Also, make it so all voting in all elections in the state is done by mail (I hear they do this in Oregon and it works well).

I see that on the list of Burris and Lebed's former clients, some of them end with a year and "-current." This obviously means they still represent those clients. Did Roland quit the firm of of Burris and Lebed? Or did he just quit being a lobbyist? I'm confused.

I'm on Facebook and have connected with one person from high school, some people I met on the Internet, and most of my family, who I've found to be just as insufferable on FB, if not more.

I'm on LinkedIn and love the concept, but so far it hasn't helped me get work, which is why I joined.

As for Twitter, I tweeted up a storm during the presidential debates. These days I'm good for some inconsequential thought once or twice a day. For the most part, I thrive on the tweets from other people. Lots of good stuff there. It is very useful. Very entertaining. And sometimes educational. I love it.

The timing of releasing of Burris' additional affidavit by the committee chairperson is not a big deal.

Would the Republicans have us think anything would have changed had it been released the day she got it? What would have changed? Nothing.

I think the Republicans should be mad at themselves for not doing a proper examination of Burris on the witness stand. They are the ones who let him slide right into office. Isn't that the bigger picture. They should be publicly flogging themselves for their own ineptitude instead of focusing on the timing of the release of the affidavit.

No. I don't see how any good can come of it while Roland Burris is a sitting senator. If they want to pass such a law later, that would be okay, I guess.

If the legislature does pass a law and the governor signs it to go in effect while Roland is still senator, Roland and his cadre of lawyers will find some law to challenge it in court (which law, I don't know; but some). Then, the fate of the law, and of course, Roland's seat in the senate will be will be in the hands of a court. Either way (the law is upheld or struck down), is that what we really want?

Hey, I'm no expert. I'm just a person with some life experience and an opinion.

It's my belief that if we outlaw gambling as it is now in Illinois, someone's going to fill that market. Some people here think Indiana, Wisconsin, Iowa, and Missouri will take up the slack. Personally, I think organized crime would love to be in control without state regulation or taxes.

I have a vague recollection of the '76 swine flu panic, but only because of some other health related stuff that was going on in my family at the time.

Anyway, I did it just to see if it could be done and it quickly becomes apparent that you CANNOT "further cut the budget without decimating services." If the local school board needs to keep the teachers on, then the local school board will increase its tax rate to property owners? Just an example. It is my opinion that Burris did a grave disservice for the undertakers when they came to him regarding the comptroller.

Burris took them on as a lobbyist client. Instead, it is my belief, upon properly sizing up the situation, he should have advised them that they did not need a lobbyist to deal with the Comptroller; what they really needed was a lawyer who was experienced in state regulations and contract law. He could have then referred them to such a person, or taken the case himself, in his capacity as a lawyer and not a lobbyist.

When he approached the comptroller's office as a lobbyist, Hynes said, "the comptroller doesn't deal with lobbyists" (or words to that effect). And then, Roland did nothing. But, the problem still existed.

There's a difference. If the religious institution is doing a job that, if the state did it on its own would cost 10x as much (an example, but not out of the realm), then the religious organization becomes a contractor that just happens to also have a church or temple or whatever.

I neglected to say it before: Rob Sherman is wrong.

The constitutional test should be how the organization uses the money. If the money is being used to teach the bible and buy hymnals, then it is unconstitutional. If state money is used to teach blind people how to walk with a cane, then it should be treated as any other non-religious organization that does the same job.

In an effort to deflect attention from the state's budget problems, Gov. Pat Quinn does a spit take after each question by the press. It took a while for the press to get tired of being showered by the governor's beverages, but they finally did and walked away.

Someone should commission a poll that goes:

Do you support Plan A which consists of four grocery stores, three cafes, a tire store, a toy store, a pet shop, a furniture store, a year round farmer's market, a couple locally owned pharmacies, a multitude of little bakeries and tea and coffee shops, all of which sell at market prices, and all strategically located on the South Side?

Or, do you support Plan B which consists of one cold, heartless, hulking Wal-Mart?

Would you be more likely to support your city council if they supported Plan A or Plan B?

You'd think someone who graduated from college at age 16 could have at least graduated from law school by age 17. Maybe that's when she went to work on the floor of the NYSE or CBOT or wherever.

Seriously, I am sure Tamara is very smart and a very good lawyer. I can't imagine how she let her name get on those property tax cases.

Not sure if it got reported here yet or not, but yesterday the governor signed into law House Bill 35, Illinois Transparency and Accountability
Portal (ITAP).

It goes into effect on January 1st. However, if I'm reading it right, the web site doesn't have to go online until 12 months after that.

No, it should not be fair game.

Unless, of course, said "Monica Walker, an accomplished exec at Holland Capital Management" is advising and guiding Gov. Quinn regarding the state's financial and investment strategies. And, especially if Holland is going to be getting the state's business. If any of that's happening, then yes, we need to know everything.

I've been to Indiana, Michigan, Wisconsin, and Missouri's Statehouses. But, only been inside Michigan's. I remember my first impression being that it's atmosphere was very much like our own Capitol Building. It felt good, and real, and old, and imposing. Also, I thought it was kind of cool that the room I was in must have doubled for evening concerts since there was a large, old Grand piano in it. I remember wondering if there were any Grand pianos in our Capitol Building.

Finally, I was so glad I got there early, because I kept driving around and around trying to figure out Lansing's one-way streets. It seemed I could see the Capitol from everywhere, but couldn't actually drive up to it. Ar. I finally found a parking spot, got out and walked about four blocks. I imagined out-of-towners to Springfield felt the same way about us.

I'm disturbed by Rod Blagojevich using Chris Kelly's death to his own advantage in the court of public opinion. It's one thing to use it in court documents and verbally before the judge. But, to go around showing anything but remorse for what happened and sympathy for the family at this point is despicable.
