This photo of Kennedy from Wikipedia looks like it could have been cropped and used on the "Kennedy bonds".

Also, the image of Kennedy is very large and off-center on the bond. All US notes that I know about had smaller portraits printed in the center until 2003 when the 3/4 offset portrait was introduced into US currency as an anti-counterfeiting technique by Treasury Secretary John Snow although other nations had used this technique in their currency for some time.
I also did not see any color shifting ink used on the bond (a technique introduced at the same time as the 3/4 offset) though admittedly the only image I've seen of this "Kennedy bond" has been grainy at best.
