Considering the informaiton in White House shifts blame where:



"Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco, a Democrat. Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday."



Could the President's remark on "unacceptable" be referring to Governor Blanco?



I've been searching for a direct quote (not an assumption by the media) of the President saying the federal response was unacceptable. I have yet to find it and am starting to wonder if he instead was referring to Governor Blanco actions/inactions.



This is a serious question not in the mode of "depends on what the meaning of the word 'is' is". I'm willing to accept the characterization once I hear Bush attribute 'unacceptable' directly to the federal response. However, considering the information that's coming out about Governor Blanco's dereliction of duty it's a fair question.
