Probably it's a whole lot harder to convict someone of identity theft, in which you're innocent until proven guilty, that to allege HIPPA infractions, in which you're guilty until proven innocent.&lt;br&gt;&lt;br&gt;I have no doubt this creep did what he plead guilty to, and he deserves a flaying, not just jail time. If you work in or around hospitals, there's a special set of laws that  were meant for one purpose but that will serve many.
