Panel 1: Person walks down sidewalk holding 'balloons.'
Panel 2: Person hands 'balloons' to someone waiting in the car, and walks off.
Panel 3: The package recieved, the car quickly drives off.
You can tell the balloons aren't in the car in the first panel because of their position. The figure (judging by the hair, another clown) is holding the balloons in their right hand, but this is obscured by the cash in the foreground.
I love how Bubbles' hand stays in the same position in the last panel. XD He's sweatin' bullets in the second, then he's just "..."

I think it was implying that another clown 'whore' was getting into someone's car-- with the balloons.
