in File Systems and Thumb Drives: Choosing between FAT16, FAT32 and NTFS to get a faster USB Flash Drive on Irongeek's Computer Security Site
How do you format a fat32 usb stick back into fat16? I've tried Windows XP's GUI in 'Computer', the disk management utilities in Administrative Tools, the run cmd command prompt, PEtoUSB and the HP USB format tool with no success whatsoever. It just refuses to do it. Any idea?

irongeek_adc HP tools has for me in the past, but the thumbdrive has to be 4GB or less.
Other wise you have to go FAT32/NTFS/EXT3/etc.
