I loled. I didn't know that the bawdy satire floats would be so controversial. Vegetation consumes water. Farming consumes water. If you increase the amount of cultivation per acre of land itself (the footprint of the building) while keeping the amount of land under cultivation the same, then usage of local water is going to go up.
