The problem lies not within the law specifically, but within the culture. Japanese family registers are EVERYTHING to the Japanese. They mean as much as eating rice, using hanko (stamps) to sign official documents, and breathing to the Japanese. Thus the Japanese find it very difficult to just 'change laws' concerning them. This is, of course, silliness. But therein lies the problem.
