No Lars, because the Eagle Tribune is a private company. What they do with their money is their business, good, bad or indifferent. Quite honestly, if the Eagle Tribune is such a bad publication, why do you continue to read it? There are other options for news in the Merrimack Valley. Either that, or if you think you can do it better, I'd encourage you to start your own publication/media outlet and try to do it better.

Let's put it another way, if Andover or North Andover spend $.25 too much for toilet paper, it is front page news. The website, which is mainly funded by readership/viewership, can be second guessed by the consumers and those who provide revenue to keep it going. I just find it a bit hypocritical.
A "budget" in media speak is basically a schedule of what's coming up in the next edition, etc. Usually happens in editorial meetings but they also use it for web as well.
