Perhaps if you learned the *actual* NBA rulebook, you might realize that this is no new rule, and certainly not a rule created from LeBron.

"If a player jumps off one foot on the count of one he may land with both feet simultaneously for count two."

In other words, your first step can be a single foot, and your 2nd step can be with both feet, after which you must elevate and shoot the ball. That's what LeBron was doing; it is called a hop-step and has been in the NBA for decades now.

So Spencer decides to celebrate change by making a unilateral decision that upsets a great majority of the populace while rejecting the notion that said decision even needs to be discussed with the electorate. Meanwhile, said decision is ridiculed by even greater numbers of the world-wide audience.

Spencer may celebrate change with his words, but his actions celebrate the very closed-minded partiality, lack of transparency, and unpopular decision-making that the American people just overwhelmingly voted against.
