You may be missing the point.

First, (as the piece implies) officially solving the problem does mean practically solving the problem. Even if they both signed a treaty, the idea that each considers the issue closed is far fetched.

Second, even if you assume that the border disputes are over, this does not mean that Russia does not mind China rising. As the piece rightly points out, rising powers naturally make others nervous. Any Russian policymaker worth his salt will at least be midly concerned about the ascendance of a country with over a billion people. The fact that border disputes haven proven a thorn in the past only illustrates that conflicts can and may arise.

They are classified as a Personal Watercraft (PWC) and/or Ski-Craft. All of the same boating laws plus some apply. I believe you have to he 16yrs to operate.

I took the course last year. Was well worth it, learned a lot of valuable information. Lots related to safety. The only down side is there is no real boating test or time spent on the water. It was like drivers ed, with driving a car.

This editorial board constantly prints half truths to try and sell a dying paper. Just remember there is no reason to use binding arbitration here. GPD are the one in negotiations for their contract. The other two unions have a contract and negotiate because they want to!!
Binding arbitration was used twice, once to get enoiugh people working in a day so that the city could respond to emergencies and be in complaince with OSHA regs and once because the city decided that they would not negotiate.Thats twice since 1984. The current contract was negotiated without the help of any lawyers or arbitrators. Secondly binding arbitration did not cause home prices to drop, Bonds markets to dip, or cause the city to borrow from itself to pay for a big money pit park. Educate your self before you print this crap, it is hard to tell the stories in this paper from the opinions they both have all the same so called facts riddling the paragraphs..........

You're right- binding arbitration didn't cause the housing crash, bad economy, or anything like that. BUT those things have happened and the unions seem unwilling to acknowledge it and negotiate with these economical events in the windshield rather than the rear-view mirror

OK lets make shifts for the fire department, we can have three just like PD now Gilroy will have to hire a lot more people just to fill the shifts or the people already employed will work more what.....overtime. Its the law in California to pay more for working over what they consider a normal work day or week. Just remeber overtime is cheaper to the city than hiring more and always has been. You do not have to pay extra benefits for some one on overtime. And the state does reimburse and the city actually makes a profit from assignments to campaign fires. The commitment is a max 7 days and is soon going to be changed to 14.

Wicked Clown Old RT 3 is DW Highway and such is the reason people still have a difficulty with this article. Hey does anyone care that the people in this accident are OK or not? Instead of arguing about the road labels I for one hope tht no one was injured. Alot of people are focused on the wrong thing in this article and if you recognize the roadway from the article or not you can just quietly keep you basement internet net comments to yourself instead of trying to cry and complain in somone else's cheerios.....
