I think many HR people don't like being in the spotlight. They will say that they are not good at sales or that they prefer to support rather than lead. And at the end of the day, they probably just lack confidence in their abilities and the impact they could have. And that's a pity!

In my experience many companies define market-based pay as median minus 10-20%. Once they get really desperate, it becomes "a little bit more than whatever the competitors are willing to pay" ;-)

Looks like the offending pictures are ads, probably location specific. I refreshed the page a few times and got offers for green card, poker and talking emoticons.
Since you're asking for advice, I would just replace the lenghty explanation / apology with a short warning before the link saying that some ads on the page may be offensive.
And the pictures were funny.
