Mike -- the proposal would significantly impact District 5 because of El Dorado Regional Park where it was proposed to have an OctoberFest. O'Donnell and I have been trying to get an event on the eastside of town because so much effort, time and money is spent on downtown and the shore and residents in 4th and 5th would like events too. That being said, with the problems we're having with alcohol and the severe reduction in the number of Park Rangers, I think we need to pass on this idea or look for a private venue. You need to know that St. Joseph's Church has an Octoberfest without any problems. And readers, please keep in mind, bringing a proposal forward isn't a bad thing...this opens up discussion. Mr. Saltzgaver isn't leading any charge on this. The proposal was taken to the Commission by staff because of the inquiry of several groups asking to have some location on the eastside to allow alchohol in a limited and controlled venue.

Why don't you talk with the people who work with victims of sexual assault? The perps aren't welfare recipients and illegal aliens. Most sexual assault is done by persons who know the victim. We rarely see a random stranger rape.

I'm sorry. But when people get their cars broken into and their IPOD or GPS or other items stolen, do we ever say "she should not have had that car parked on the street...she was asking for it.?" When someone is robbed at gun point and their jewelry is taken from their neck and their Rolodex is taken from their arm, do we ever say "Boy was he asking it for it wearing that stuff in broad daylight..sometimes we all have to learn the hard way." When an expensive car is stolen from a shopping mall, do we ever blame the owner for driving an expensive car and tell that person they were "asking for it?"
Rape is not something a woman needs to "learn the hard way" because of her behavior or her dress. No one has the right to rape, or to steal, or to rob. They are all felonies.
And if you think sex has anything to do with rape, spend some time working with the Sexual Assault Crisis Agency in Long Beach.

Unfortunately Belmont Shore is a dangerous place late night/early morning. I drive through there at various times every weeknight and some weekend nights, and if it's after midnight I wouldn't even think of stopping. I don't wan't to be put in a bad situation, and I see many bad situations. I'm all eyes once I hit the pier all the way to PCH.
It's a shame. We were too busy having fun in the late 60's, the 70's and early 80's to engage in trouble on second street. We also knew the police and the proprietors were keeping an eye on things. (Anyone else remember the wacko restaurant owner who policed the alley with a .38 revolver?)
It's become the wild wild west, and if anyone doesn't believe me spend some time there on Saturday/Sunday mornings from 2-3AM, once the police bail out again. The only bright spot is PJ's, and my hat's off to them.
I don't blame the rank and file coppers as they're always ready (God bless them) to rock and roll with the bad guys-and win. I blame the district politician and the pliable obedient police command.

Yes, Long Beach is continuing to look and act more and more like Chicago and that's a damned shame. Give me a break. The City is still fixing sidewalks, but I am trying to find a way to help homeowners who need their sidewalk fixed faster that the city schedule can allow. I have 11,000 sidewalks in my district -- more than any area of the city -- 7,000 of them need repair. All districts are given the same amount of money to fix them even if they have less sidewalks than the other districts.
Many cities require the homeowner to pay for broken sidewalks. Long Beach took this on several years ago when it was flush with money.
So, if you don't want to get your sidewalk fixed right away -- and employ a local contractor as you do it -- then you will to wait in line.

I agree with you Gerrie and I think you are doing a great job. However, I (like many residents) are upset with past council actions that have resulted in our current budget shortfalls that have very little to do with the current recession, i.e. reckless spending on pensions, extraordinary amount of time, energy and funds spent on the downtown waterfront (Pike), development policies that brought in apartments and the resulting congestion, crime, and blight.
If I am responsible for maintaining the sidewalk in front of my home, why can't I remove the tree that is ruining it?

I voted against the motion on the furlough because council was not given any details about who was being furloughed and how the furloughs would impact each department. Duh....seems like we should know these things before we say "yes."
I also think it is shortsighted to furlough police and fire and those other positions who have to staff services such as emergency dispatch, water treatment, etc.
I also originally proposed furloughs for anyone making over $100,000 a year as has been done in several major cities across the US.

what do you think about incentive pay for employees who live in Long Beach? One idea could be a bonus program for down payments on houses if the house is in Long Beach.

You're just grandstanding. Furloughing employees who are non-public safety and making over $100k would not make much of an impact. The money saved would be no where near the deficit.

I agree. Frankly, I'm having trouble with Heather Mahood's legal argument. If there exists attorney-client privilege, how is she deciphering between the council and City of Long Beach? What is the difference? If what's being requested, are publicly held documents, why are they not subjected to full disclosure under the California Public Records Act?

So glad I sent a memo to the City Attorney in mid March outlining what was contained in the emails and documents obtained in a public records request and raising my concerns that the conduct was inappropriate. I then scheduled the "deal" for open session on April 21st and we will have some discussion then. But the City Attorney advised me after my memo that it needs to be in closed session so we can give directions to our negotiators.

I am sending another memo requesting that the sale of City Hall East last year be reviewed because of the emails that indicate it was being bartered for during the "wetlands swap" and I do not believe it is a coincidence the first "buyer" of the public service yard (which Dean ultimately wanted) was then sold City Hall East at a very low price.

Hey, I have an idea, let's all be honest and use our real names on the comment section then we can all read who really is defending this latest give away of taxpayer assets and constantly trashing anyone who dares questions.
As to the proposed Ethics ordinance, the nonprofits killed it by saying it would cause a horrible time consuming requirement of keeping track of their lobbying efforts. We certainly could add the unions, which actually we stated that during deliberations. But the bottom line is money talks and no one wanted to be required to register as a lobbyist or to disclose their clients or their fees -- unlike these very same people have to do in the City of Los Angeles. I can bring it back to council. Anyone want to take bets it won't pass?

PatB--you obviously don't watch council meetings much or you would know that not only have I tried to get more money for sidewalks but because of my efforts the city is able to repair more sidewalks for less money. The council voted to appropriate the same amount of money to each council district $300,000 for sidewalks. Wow, and then they voted to pay $500,000 to relocated the public service yard in the land swap.
By the way, if Mr. Dean will release his documentary stamp transfer which indicates the amount paid for the property he bought just 18 months ago, when coincidentally city staff started bargaining with him to swap for real property, then I will retract the $11 million which the tax assessor gave his property when the grant deed was filed. But thanks for your input.

As to TALB buying campaign posters: members' dues cannot be used for political expenses. Any monies used to help any political candidate have to be (and were) paid out of the PAC funds which are separate and voluntarily contributed. TALB has always endorsed my candidacy for public office before and while I was employed by TALB. Like other city council members, assembly candidates and state senate candidates endorsed and supported by TALB, I had to go through PAC interview to win the endorsement. I was then endorsed by 250+ member Representative Council and the 15 Member Board of Directors. If you have any questions, kindly forward them to CTA.

I have been working on a book about the women who worked in the aircraft industry during WWII and found out that Douglas hired "midgets" (the phrase used on the cutlines of the photos I saw) because they could fit into tight spaces like the inside of the fuel tanks.
At this point, my cynicism for anything alcohol related is at an all-time high. City Hall demonstrated in my community for 16-months they were incapable of handling additional alcohol related problems approved by COUNCILMAN DELONG due to their staffing and budgetary constraint claims. Before unanimously approving this proposal, I can only wonder whether the Commission and city staff considered the true cost to the city and the potential depreciation in property values?
I attempt to keep fairly tuned-in to city issues. Therefore, it was surprising to first read in newspapers that the alcohol in the parks proposal was unanimously approved by the Commission. If this originated with city staff, I must ask where was the public noticing for the discussion before it was approved by a city Commission tasked with representing the community? Most residents feel they were not notified of this proposal before it was approved by the Commission? Why does this continue to happen in a city where our leaders always TALK about transparency?
Public noticing continues to be a problem with the city’s various Commissions. City Council grants Commission decisions credence because these Commissions claim to speak for the community they represent. Yet, many of the Commissions, such as the Belmont Shore Parking Commission, are controlled by mayoral appointed businessmen, developers and commercial property owners who care more for their self interests than the community they should be representing.
