Microsoft is basically trying to push the Netbooks into a territory where customers would pay 500 or 600$ - so that they can charge for a full Windows 7 licence.
As long as Netbooks are expected to be cheap, they simply can't charge as much. So they want to emphasize that these are just "little notebooks" - well, they aren't! They are *cheap* little notebooks, and that's an important distinction.
Nowadays you can buy a fully usable Netbook for 300$ or even less, and soon the ARM-netbooks will come, with price points below 200$. There's simply no place for an expensive Windows licence with these netbooks.

There are people who want Linux netbooks and have no choice but to buy the Windoze versions because those are the only things available in the local stores. They just buy the machines and wipe the Windoze O/S, replace it with a Linux distro of their choice. Sadly there is no statistics on this yet.

I will probably get a netbook with WindozeXP. Not only because Linux versions are often not offered in my country, but also because I expect to play a few Windoze games (that may not work well with Wine under Linux) on the machine. But for everything else beside gaming, I will employ a Linux LiveUSB to boot the machine. Linux FTW!

sorry for saying that but buying a netbook to play games is just something really stupid. Get a PS3 with the same money and you will be able to play better games at full speed and full graphics. Paying 300-500 $ for netbook will be a disaster cause you wont be able to play games of the last 4-5 years at least. We are talking for a 1.6Ghz CPU and graphic cards that are low performance... Think again.
