Many do not want to participate as a means of job security. Others don't feel that they have good writing skills. Still others, and this is a big one, don't know when to share a particular piece of information, as they may not see it as profound or interesting, and they don't know what is the best means of sharing that information (email, blog post, wiki article, etc.)   Good luck in your efforts at writing "The Book".
