Larry, good point and I do believe that is in fact the case.. but only for the canal. I'll double check though.

"That biodiesel is good for the environment" ...or that ethanol is a miracle cure (it takes a lot of diesel to run the tractors/combines/ect to make it!).

"We can do better than large oil tankers coming in and out of the bay of San Francisco, and move to a more energy independent future," he said at Crissy Field. "We'll continue to have these kinds of disasters inevitably if we continue to have more tankers come in and out to feed our addiction."

Is this guy a complete idiot? I'm asking only because my son know the difference between a tanker and a container ship

Towboater, no I agree the Rules supersede all which means the capt's to blame. My argument is the blame goes as follows:
Cosco: For changing out an entire crew at once
Capt: For taking a suicidal job assignment
Cota: for leaving in bad weather with these newbies on the bridge

Laura, I retired in 2002 but RINA had a bad reputation most of my career. They got a portion of blame for the ERIKA tragedy in 2000 and made promises to improve but were only moderately successful by the time I left. The CG publishes statistics:
