The bill doesn't call for mandatory screening of veterans, it mandates that screening be available to them. Veterans aren't required to undergo screening for continued health care or any other reason.
I think Coburn's real fear is the "possibility" that veterans might be turned down for a firearm purchase in the future. Evidently, he considers the 2nd Amendment more important than the safety of the veterans and their community.
