That's along the left-hand side cliffs when you enter the region from the Rheasilvia entrance. It's just before you reach the first circular area where there's usually a wizard or knight and some other hive.

Internally we've always said that Astera would be so much cooler if it was interactive, similar to the Tower in Destiny. I get why they didn't do that, but having to go to the hub takes extra effort and that's why so few people use it :(

I'm honestly not sure, I haven't been there in a while... some of the other comments below do suggest that 3.0 has broken some of the sites. Have a look at those comments, they might help! :) And if you do find a change and replacement site, please leave a comment for others.

I haven't yet found a working money command for the console. If I do, I'll be updating the guide . Not sure about cheat engine.
