It's probably been like that for Yeeeaaars!  I wouldn't be suprised to learn that this employee is a Supervisor, or has some other useless title.  I'm sure if the "higher-ups" at the PPA are confronted with this, they will probably respond with something like this:  "The citizens of Phila. have to understand, that the PPA has a difficult job, and they do not know about the other duties this employee has.  It's an essential job, that not everyone can do!"  This employee has had intense training in how to properly turn a key.  As well as how to roll up and down the windows, turn on the lights, and honk the horn.  Sad thing is, there's probably dozens of "jobs" like that in the PPA.  Anyone wonder why it's been like that for years? Unfortunately, good ideas usually fall to the way-side when it involves city government.  We all know that the casinos will be placed in an area that will require palms being greased, and "friends" of those involved getting rich!  Usually with "no-bid" contracts.  Those elected officials who continuously refuse to listen to their constituancy, will find it difficult to "govern" when we all:&lt;/p&gt;&lt;p&gt;A. Find a new city to live in that will listen to the people who have elected them! -OR-&lt;/p&gt;&lt;p&gt;B.
