Those who move here to study put us on trial for 3 years (or so).  Do we really make them feel welcome?  Do we create chances to show them this is a great city to settle down in? What, I wonder, will they say to exemplify this.  The ambitions give a long list of words, but what is the short sharp message.  Think Barcelona, Milan and others, where it is easy to know why it's a good city.
