There are many more examples that show how corporate self-interested decisions pass on costs to us as taxpayers and to society as a whole. For example private corporate-run-prisons cut training and rehabilitation programs in the name of cost-cutting but without training and rehabilitation programs, prisoners are more likely to be re-incarcerated.  Prisons like that because they make money when prisoners re-enter their system.&lt;/p&gt;&lt;p&gt;More importantly prisoners have a difficult time when they leave prison without skills that could enable their employment. If they are fortunate to get a job with new skills they got in public prisons, they may become taxpayers rather than a cost factor. For private prisons the decision making is simple. When all factors are taken into account the decision making is obviously more difficult. The 2nd EP saw the picture widen to include interest in who was still uninsured, expanding Medicaid coverage, as well as surveys around ACA coverage. As you point out now the focus has shifted to insurance rate requests. The focus has essentially gone from a more unidimensional focus to an interesting but complex set of factors that are tied together.&lt;/p&gt;&lt;p&gt;Here are three questions that emerge from the many that might be asked.&lt;/p&gt;&lt;p&gt;1) Who is utilizing the new benefits and which benefits are being used?&lt;/p&gt;&lt;p&gt;2)  How do different insurers approach the education and promotion of health benefit use? (how does that picture relate to rate change requests?)*&lt;/p&gt;&lt;p&gt;3) What do overall health metric changes relate to coverage/benefit use?&lt;/p&gt;&lt;p&gt;Answers to those and related questions will tell us a lot about how the new community public health model is working and guide continued planning.&lt;/p&gt;&lt;p&gt;* Here’s a personal observation.  I have been astounded by the detailed as well&lt;br&gt;as the shorter versions of health information from my insurance plan (United&lt;br&gt;Health) via phone, email, and snail mail. A good amount of the information has&lt;br&gt;been useful and even included a monetary incentive if I got a ‘checkup’ in&lt;br&gt;June.
