Since day one the facility has been operated as a de facto military base.  In a recent press release promoting a "Virgin Experience" contest it was noted that "As Spaceport America is an active test facility it is closed to the public and only accessible via private tours – the same tour the lucky winner will experience."  Clearly the testing is not Virgin Galactic, that all takes place at the Mojave Spaceport.  It must be a reference to the tenants.  Are they planning to eliminate the tenants?  While the public has never been granted access, any college student with a rocket kit from Hobby Lobby is welcomed with open arms.  I don't think that's what New Mexico taxpayers expected for the $250 million and climbing investment. I'm sure that will be news to employers.  Too bad Mr. Barker didn't choose to do a more balanced report and dig a little deeper into the City side of this issue.&lt;br&gt;What is the burden rate the City uses when billing out for City services on private property?  For example, fixing a residential sidewalk.&lt;br&gt;Why is the City constantly pushing  for private sector, good paying jobs with benefits but doesn't want to pay their cost when contracting with a private party?&lt;br&gt;While many pole hits are hit and run, what is the City's record in going after responsible parties when they can be identified?  Those poles are City property, not PNM's.&lt;br&gt;Finally, if the City is so dissatisfied with the arrangement with PNM, and has been for many years, why haven't they issued an RFP and changed vendors? Simply requiring doctors to practice in NM isn't going to solve the "health profession shortage area" problem.  Living in rural, sparsely populated areas is a lifestyle choice..Like any business, a medical practice needs a critical mass patient load to operate. Unless, of course, we're going Northern Exposure with this.  Is the plan that the State is going to fund these practices?  Pay for doctors and mid levels, equipment, offices?  Tijeras and the South Valley are not where this problem is acute. All others are operating out of traditional airport hanger buildings versus an "iconic" structure to rival the Sydney Opera House.  As a result, virtually every article written cites the $219 million dollar cost.  We have a 12,000 foot runway that is of no use to vertical launch clients.  How to make the Spaceport operation more like an airport?  Stop operating it like a military base.  The original business plan was flawed from day one.  Assuming 100's of thousands of terrestrial visitors (about $200 for a family of 4), more than nearby Carlsbad Caverns ($20 for a family of four).  The facility needs a new, realistic business plan.  If terrestrial visitors are to be a part of that plan then they need to be able to drive themselves to the site.  Charge for parking if you must.  Get that road from the south built.  Create observation points so that visitors can observe vertical launches.  Publicize launch schedules so visitors can time their trips and actually see something.  Recognize that there is not an endless supply of people willing to pay $200,000 for a near space experience.  A Galactric launch of one per week with 6 aboard is already over 300 in one year.
