It was a good paper, although they are some areas he did not highlight. I will be completing a paper "An eLearning Model for low resource settings"  at the end of this month. I suggest a model that is not based on the Internet, but through extra nets.  The Internet is good, but Africa, can not wait for High speed Internet Access, to reap the benefits of e Learning.
