I think the bikers would be OK with taking a lane from leary and market for a separate path. Of course that means fewer lanes for  your cars. BTW, how is it that these few  businesses can use public land for continual private use. Because they have gotten away with it for so long they expect it and sucker people into supporting them. Semi trailers and trucks parked long term or seemingly permanently? I love the trailers with no parking signs on them. Bikers, start reporting infractions. The chamber should be spending their money on lobbying for a real parking facility rather than backing the ridiculous obstructionist suit. I haven't spent money in any chamber members establishment for a long time and will continue that. It appears some members are distressed by all of the negative reactions and want the boycott talk to go away.  Then quit the chamber or change the position. There must be enough of us diverting dollars that they notice. That makes the area harder to have industrial businesses in. Spaces for loading unloading and waiting are also needed. So technically (by the letter) might not be against zoning, but certainly against the spirit.  But the reality is that all of ballard will be gentrified in the 'urban hub' high density plan. This pushes businesses out to the suburbs making it impossible to live and work in the same area. The motives of the agencies you mentioned are clear in their input and backing of the 'urban hub' scheme. This is just prepping the street for the next inevitable wave of high density housing/retail development that is coming when the economy turns. This stuff is not easy and takes a vigilant eye and work. Waiting for the design meeting is too late. Whether it would have been possible to change events at an earlier juncture is up for debate. The truth is that there are people that have agenda's they want to keep hidden. These agendas  affect the citizens. They have to be exposed BEFORE it is too late. It takes research and vigilance and time and then community action to uncover then publicize issues.  There used to be investigative journalists that filled this role. Not any more and 'they' use it to their advantage. "They" count on the fact that they can keep things under wraps until it is too late. This is a fork in the road that has permanent ramifications for that area between market and the water. Maybe it is the stupid initiative system that promotes the 'last minute stoppage' mentality in people. Where initiatives are introduced to stop already voted on initiatives. Whether the Compass center is good or bad is not my point here. My point is for the lazy last minute NIMBY's and pseudo activists. You need to keep your ear to the ground and look for these kinds of deals going on to act WHEN something can be done. Not when it is too late.
