According to the etymology at etymonline.com, the meaning "undiluted" (referring to liquor) goes back to 1800 and derives from the meaning "unadulterated" (referring to wine), as old as 1570.

I don't believe this is true in the US. It's likely a federal offense to impersonate an FBI agent or military officer, but doctors and lawyers are regulated at the state level. Even then, while it's illegal to practice medicine or law without a license, merely claiming to be such, say to impress a girl at a bar, while stupid and wrong, will not likely result in legal charges.

For those who are interested, I think the most definitive wrap-up of the 2000 Florida vote can be found by Googling "Study of disputed Florida Ballots." It's still confusing. The best summation I can give is that, if Gore had prevailed at the Supreme Court, the 4-county recount he was requesting would not have netted him enough votes to beat GWB. However, poorly designed ballots in Palm Beach County and Duval County alone likely cost Gore thousands of votes. Note that this story was published about two months after the 9/11 attacks, so it got relatively little attention at the time.
