It may not count (as much) in presidential elections, but it does to a much greater and more direct extent in years when local and congressional races are the only ones on the ballot - where the quasi-nonsensical Electoral College is not involved. Unfortunately, not many people actually care that their vote counts in those other elections for many reasons, including the "importance" of the positions for which they are voting, and that is a greater problem with "Get The Vote Out" campaigns than the supposed falsity of their primary claim.
